The recent remarks by James O’Brien, the United States’ Assistant Secretary of State, criticising the Government of Kosovo’s decision to ban the Serbian dinar, have raised significant concerns about the U.S.’s approach towards the Balkan geopolitics. O’Brien’s position, which aligns with Kremlin-backed Serbia, not only challenges the constitutional sovereignty of Kosovo but also risks emboldening Russia’s geopolitical ambitions in the region.
O’Brien’s insistence that Kosovo reverse its currency policy is seen by some analysts as a potential encouragement for Russia’s strategy in the Balkans, particularly in its support for Serbia’s expansionist and aggressive policies. Since Serbia’s alignment with Moscow’s foreign policy in September 2022, it has consistently opposed Western sanctions on Russia and has been a source of regional instability. This is in stark contrast to Kosovo, which has aligned itself with Western norms and policies.
The U.S.’s apparent appeasement of Kremlin-aligned Serbia, especially in light of Serbia’s ongoing territorial and constitutional aggression against Kosovo, sends a concerning message. Incidents like the abduction of Kosovar border policemen and armed incursions in northern Kosovo underscore Serbia’s destabilizing role, fueled by Russian support. By not holding Serbia accountable for such actions, the U.S. risks not only its credibility but also inadvertently supports Russia’s broader strategy to undermine Western influence in the region.
The differing U.S. responses to similar actions by Russia in Ukraine and Serbia in the Balkans highlight an inconsistency in American foreign policy. While the U.S. has strongly condemned Russia for breaching international norms in Ukraine, its response to Serbia’s actions in Kosovo, influenced by Kremlin’s policies, appears more lenient. This discrepancy undermines the U.S.’s stance on international law and sovereignty, and may embolden Russia to further push Serbia towards expansionist endeavours in the Balkans.
The recent stance of the United States, particularly the US Embassy’s support for Serbia‘s position against Kosovo’s decision to ban the Serbian dinar, has sparked a wave of criticism and raised serious questions about the balance in US foreign policy in the Balkans. This controversy was further heightened by a pointed reaction from Alicia Kearns, a UK Member of Parliament and Chair of the Foreign Affairs Committee.
